What to do About a Disrespectful horse?

Ok, so I have basically two questions. I have an 8 year old Arab/qh and he is disrespectful to other people. He isn't as disrespectful to me but the last time the farrier came here, he just got done trimming his hooves and he took his front hoof and hit him right where it hurts. He also has a nipping problem but it's not as bad as it use to be like when he was younger. My mom always babied him with treats. Also, I have some problems with the back part of his body. Every time I spray fly dope on him or a hose, He gets tense but he doesn't move. He just watches it carefully. But as soon as I get to his legs or sheath, he fidgets and tries to move away and especial with the hose, he tries to pick up his back leg and reach it like he would do with a fly. I was wondering if you could tell me some things I could do to sack him out back there and also some ways to get him to respect people. Also, today when the farrier was trimming his hoofs, he told me that when he tries to pull his hoof away, he pulls hard and it's especially bad when he gets to his back feet. I tried using a rope to lift his hooves. I've been doing it for a while now and he seems to be ok with his front ones but he still gave the farrier a little trouble with them but when it comes to his back feet, he is just ridiculous. So I suppose my questions are if there is anything I can do to get him to respect me and other people, lift his hooves, and not be so skidish when it comes to the rear end of his body.
