Getting my dog groomed and nails cut?

I have a yorkie and his fur grows out soo fast. Usually, my mom and I cut his fur because it isnt very hard, but recently, he has been reluctant in staying still for us to cut his fur. He keeps growling and moving everywhere. He fidgets and tries to escape. The fur under his tail has become tangled and whenever he goes to the bathroom, the poop gets stuck. The reason why we're not taking him to petsmart or petco to get his fur cut is that he hasnt gotten his shots. My mom is unwilling to pay for all the shots. I really really want to cut his fur and nails but there is absolutely no way for me to do that if he keeps fidgeting! Is there someplace near cincinnati, ohio that will cut his fur without needing shots?? or is there something i can give my dog so he can calm down and sleep in order to give us enough time to cut his fur undisturbed?? PLEASE!! NEED HELP!! THANK YOU!!!
