12 year old's having sex?

I'm on facebook and I get bored. So then I'm going through the internet finding articles about different topics. (Sci-Fi, Mysteries, Fairy- tales, etc.) I thought back to an old question about 12 year old's having sex. So I do some research. I come across many stories of 12-16 year old's having sex. 40% unprotected and 60% protected. I understand that 12 year old's having sex is bad but look. 60% having safe sex sparked my interest. I was at target the other day, and (at least) an 18 year old boy was shaking in the check out line. He was looking around and fidgeting. In his right hand was a box of condoms and in his left was lube. He was very embarrassed! When the check out man asked him if he found everything okay he nodded very fast. The man waited for the boy to give him his items and then the boy said never mind, dropped the condoms and lube on a shelf and shot out of the store! I couldn't help but laugh. The check out man was shocked. So I'm wondering, If a 12 year old can maturely but condoms and an 18 year old can't would that make the 12 year old more mature to have sex? In Technical terms, The 12 year old girl is "physically" ready. So, I think if the girl has consent from everyone and feels "emotionally" ready, then the pair should be able to but forced to sign a contract that says they must take full responsibility of any complications. Such as diseases or pregnancy. They also must be informed of everything that could go wrong. They also must have proper knowledge of sexual intercourse. If they understand all this and still want to go through with it then why not? They're properly informed and they understand they have to take full responsibility for everything. The contract should also say this is a -- year commitment. They must choose more then 2 years of a commitment. With this contract and information, then they would probably back out but if they did decide to go through with it, then I believe they would be mature enough to have sexual intercourse. Now you must answer three questions. Do you think they are mature enough after the information and contract? Do you think 12 year old should have sex if they are mature enough to buy condoms? What do you think about teenage pregnancy cases? Thank you! I am not a pervert or crazy person for thinking this. I'm 14 and have an open mind to many things. ALTHOUGH I WILL NOT have sex until I am married. No hurtful or rude comments.
